This chapter reviews evidence from the 1980s indicating that, while export patterns do reveal some regional bias, this bias did not grow over that period. Recent work in trade theory is then reviewed, with the conclusion that these theories mostly reinforce rather than diminish the orthodox case for free trade. They also suggest, however, why national governments may be unwilling to pursue laissez-faire unilaterally. Areas where the current system appears to be failing are then enumerated and three reasons for failure are suggested.
However, they engage in negotiations within a complex network of concurring and conflicting interests. The same trade bill affects different groups of citizens differently. Trade liberalization benefits consumers and, indirectly, export industries, but it inflicts damage on the competing import industries.
